Orissa High Court seeks answer from Transport Dept over HSRP

Bhubaneswar: The Orissa High Court on Wednesday questioned the justification for setting deadlines for vehicles with various registration numbers in the absence of a competent infrastructure, bringing the installation of high-security registration plates (HSRP) under judicial examination.

The court has asked the State Transport Authority (STA) to respond about whether the deadline can be extended further. Earlier, due to the flood crisis, the deadline for attaching HSRPs to old vehicles with Odisha registration numbers ending in 1 and 2 was extended till September 30.

Notably, two bus owners filed a case with the HC against the requirement for HSRP affixing.

On September 26, the STA sent out a notification to vehicle owners granting them some breathing room. The transport authorities decided to exempt persons who had filed for HSRP online before the deadline but had not yet had it fitted from enforcement inspections and the penalty because Odisha had seen a rapid increase in online booking for HSRP fitment.

The STA said on September 15 that starting on October 1, anyone who have not installed HSRP on their vehicles with registration numbers ending in 1, 2, 3, or 4 will be subject to fines.

Vehicles with registration numbers that end in 5 and 6 have until October 31; vehicles with numbers that end in 7 and 8 have until November 30; and vehicles with numbers that end in 9 and 0 have until December 31.

All classes of vintage automobiles registered in the state before April 1, 2019, must now comply with the HSRP. Beginning on June 1, the STA facilitated online reservations for HSRPs with approved vendors.

The HSRP was previously made necessary for anybody who registered on or after April 1, 2019.
